And we believe in the Holy Spirit,
the Lord, the giver of life.
He proceeds from the Father and the Son,
and with the Father and the Son is worshiped and glorified.
He spoke through the prophets.
“Now the Lord is the Spirit, and where the Spirit of the Lord is, there is freedom. And we all, who with unveiled faces contemplate the Lord’s glory, are being transformed into his image with ever-increasing glory, which comes from the Lord, who is the Spirit.” 2 Corinthians 3:17-18 NIV
“The Spirit of God has made me, and the breath of the Almighty has given me life.” Job 33:4 MEV
“When You send forth Your Spirit, they are created, and You renew the surface of the ground.” Psalm 104:30 MEV

“Concerning this salvation, the prophets who prophesied of the grace that should come to you have inquired and searched diligently, seeking the events and time the Spirit of Christ, who was within them, signified when He foretold the sufferings of Christ and the glories to follow. It was revealed to them that they were not serving themselves but you, concerning the things which are now reported to you by those who have preached the gospel to you through the Holy Spirit, who was sent from heaven—things into which the angels desire to look.” 1 Peter 1:10-12
“But when the Counselor comes, whom I shall send to you FROM THE FATHER, the Spirit of truth who proceeds FROM THE FATHER, He will bear witness of Me.” John 15:26 MEV
“‘In the last days it shall be,’ says God, ‘that I will pour out My Spirit on all flesh; your sons and your daughters shall prophesy, your young men shall see visions, and your old men shall dream dreams. Even on My menservants and maidservants I will pour out My Spirit in those days; and they shall prophesy.’… God raised up this Jesus, of which we all are witnesses. Therefore being exalted to the right hand of God, and having received FROM THE FATHER the promise of the Holy Spirit, He has poured out this which you now see and hear.” Acts 2:17-18, 32-33 MEV
“Then he showed me a pure river of the water of life, clear as crystal, flowing from the THRONE of God and of the Lamb in the middle of its street. On each side of the river was the tree of life, which bore twelve kinds of fruit, yielding its fruit each month. The leaves of the tree were for the healing of the nations. There shall be no more curse. The THRONE of God and of the Lamb shall be in it, and His servants shall serve Him.” Revelation 22:1-3 MEV
According to John, the river of the water of life is a symbol for the Holy Spirit:
“‘He who believes in Me, as the Scripture has said, out of his heart shall flow rivers of living water.’ By this He spoke of the Spirit, whom those who believe in Him would receive. For the Holy Spirit was not yet given, because Jesus was not yet glorified.” John 7:38-39 MEV
We, thus, have John describing the Spirit proceeding from the one throne of both God the Father and Christ the Lamb.
As far as worshiping the Holy Spirit is concerned, there is at least one benediction offered to him:
“The grace of the Lord Jesus Christ, and the love of God, and the communion of the Holy Spirit be with you all. Amen.” 2 Corinthians 13:14 MEV
However, there is nothing explicit in Scripture that says we are to worship or pray to him, and the reason is rather simple. It is the Holy Spirit’s role to empower and teach Christians how to pray, worship and live in obedience to God:
“But the Counselor, the Holy Spirit, whom the Father will send in My name, will teach you everything and remind you of all that I told you.” John 14:26 MEV
“I have yet many things to tell you, but you cannot bear them now. But when the Spirit of truth comes, He will guide you into all truth. For He will not speak on His own authority. But He will speak whatever He hears, and He will tell you things that are to come.” John 16:12-13
“Likewise, the Spirit helps us in our weaknesses, for we do not know what to pray for as we ought, but the Spirit Himself intercedes for us with groanings too deep for words. He who searches the hearts knows what the mind of the Spirit is, because He intercedes for the saints according to the will of God.” Romans 8:26-27 MEV
“These are the men who cause divisions, sensual, devoid of the Spirit. But you, beloved, build yourselves up in your most holy faith. Pray in the Holy Spirit. Keep yourselves in the love of God while you are waiting for the mercy of our Lord Jesus Christ, which leads to eternal life.” Jude 1:19-21 MEV
As such, there isn’t much of an emphasis on worshiping the Spirit. This isn’t because he isn’t worthy of such worship, but because the emphasis in the NT is upon the Spirit’s role in guiding the church on how to properly worship God.
And yet since the Holy Bible expressly testifies to the Deity of the Holy Spirit this means that the Spirit is to be worshiped and glorified along with the Father and the Son. Note the logic behind this inference:
God is to be worshiped and glorified.
The Holy Spirit is identified as God.
Therefore, the Holy Spirit is to be worshiped and glorified as God.
Therefore, the Nicene Creed got this absolutely right.
